Title: Why are the cost ranges so large

Content: Our initial approach has been to create a large cost range, encompassing all credible experts opinions and forecasts of costs over time. At this stage we have not attempted to add probability distributions to future costs, since we do not believe there is sufficient data or evidence in most cases to achieve this.

We wish to capture all credible experts views on costs, however if there are some cost estimates used which are widely discredited, please comment on those sources and add other cost sources. Equally, if you believe costs will fall with some certainty from today's 'high' estimates please also inform us.
